PAL players all play NTSC, using the PAL-60 quasi display very similar to analog Brazilian PAL. The only caveat with playing a “foreign” disc is that the disc needs to be made region-free. YOu can buy reion free players. The DVDs will play on PCs no problem and if you have HDMi inputs on your PC and TV you can wire up to your PC via an HDMi cable and the picture will be  perfect!
